Investors Eye Cambodia as the Next Destination for Manufacturing Expansion

Shanghai, China – October 20, 2025 — The Chinese Industrial Relocation Networking Event in Shanghai was a great success, drawing over 80 leading Chinese investors and manufacturing executives and showcasing Cambodia’s readiness to capture the next wave of industrial relocation.
H.E. Mang Sineth, Governor of Preah Sihanouk Province, co-hosted the event with the Cambodia Coastal Master Plan Secretariat, in collaboration with the Kampong Speu Premier Special Economic Zone and Bank of China Phnom Penh Branch. The networking event brought together representatives from the electronics, automotive components, and agro-processing sectors.
The event highlighted Cambodia’s Integrated Industrial Initiative (III) – a government-led program designed to accelerate industrial upgrading, and welcome relocating factories from regional production hub, emphasizing its open investment policies, young and dynamic workforce, and fast-track One-Stop Service (OSS) support mechanism.

H.E. Mang Sineth warmly welcomed Chinese investors to explore opportunities in Preah Sihanouk Province, which is being developed as Cambodia’s future industrial and logistics gateway under the Coastal Multi-Purpose SEZ Master Plan. He emphasized the province’s growing infrastructure readiness and the government’s ongoing efforts to create a transparent, efficient, and investor-friendly environment that supports long-term partnerships and sustainable industrial growth.

H.E. Chea Kok Hong, Secretariat Director of the Cambodia Coastal Master Plan, highlighted that through the Integrated Industrial Initiative, Cambodia aims to give investors the confidence that projects can start quickly, operate efficiently, and grow sustainably, while accelerating regional supply chain integration by upgrading capabilities and enabling investors to land and scale faster.

Following the networking event, several companies requested follow-up meetings with the Cambodian delegation to explore concrete investment opportunities. Discussions were held with Tri-Wall Group (packaging and logistics for the automotive sector), Huangshi Dairy (buffalo milk processing), Shanghai Enskai Investment Group (automotive industry investment), and Zhonggang Technology (tricycles). Last week, the delegation also visited BYD Company Ltd. in Shenzhen — one of the world’s leading electric vehicle manufacturers — to explore collaboration in EV assembly, battery recycling, and component production. These discussions align with Cambodia’s ongoing efforts to advance its EV Development Policy 2024–2030 and attract high-quality, sustainable investment.
