Phnom Penh, 19 May 2026 — The Secretariat of the Cambodia Coastal Multi-purpose SEZ (MPSEZ) Master Plan met with H.E. Steven Pang, Ambassador of the Republic of Singapore to Cambodia, to present Cambodia’s coastal potential investment pipeline and explore opportunities for deeper Singapore participation in the country’s coastal development.

The Secretariat introduced the Cambodia Coastal MPSEZ Master Plan, a 15-year, USD 15–20 billion development framework spanning across four provinces including Preah Sihanouk, Koh Kong, Kampot, and Kep. The plan comprises 141 strategic projects across industry and tourism, transportation, municipal and social infrastructure, and ecology — positioning Cambodia’s coastline as a regional hub for trade, manufacturing, and sustainable growth by 2040.

Singapore is already among Cambodia’s leading sources of approved investment. In 2025, Singapore ranked third by share of approved investment capital — a position the Secretariat noted as a strong foundation for deepening bilateral cooperation in the next phase of coastal development.

Cambodia’s strong economic momentum was also highlighted. In 2025, Cambodia recorded 5.2% GDP growth, and total trade reached USD 65 billion — a 16.8% year-on-year increase. Foreign direct investment grew 16% over the same period, with manufacturing accounting for 47% of inflows, reflecting Cambodia’s accelerating role in regional supply chain diversification.

Discussions focused on investment opportunities for Singaporean investors and developers in key sectors including logistics, industrial park development, agro-processing, renewable energy, tourism, digital economy, urban development, and infrastructure services.

Several flagship projects in Preah Sihanouk Province attracted particular interest during the discussion:

  • the Manufacturing and Trading Hub in Steung Hav, a 268-hectare industrial site with rail and port connectivity, now open to co-developers; and

  • the Cambodia Agricultural Industrial Park, an 88-hectare, USD 30 million export-oriented agro-processing hub anchored by a 10-hectare cold-chain facility.

The Ambassador noted that, “As Cambodia accelerates large scale infrastructure and industrial development along its coastline, Singapore’s expertise in logistics, industrial park management, urban planning, green finance, and digital economy development holds strong potential to support Cambodia’s next phase of growth.”

The Secretariat of the Cambodia Coastal MPSEZ Master Plan outlined its role as a dedicated platform for de-risking investment landing in Cambodia — addressing the entry challenges investors typically face around project readiness, multi-agency compliance, and execution. At the strategic level, the Secretariat helps investors identify the right opportunities, conducts risk assessment and mitigation, and connects them with credible partners including SEZ developers, landowners, and service providers. At the execution level, it provides a single coordination window for permits, incentives, infrastructure, and provincial agency engagement, and continues to monitor implementation after commitment to resolve bottlenecks and deliver investor aftercare.

Both sides expressed optimism that stronger Cambodia–Singapore cooperation could help accelerate sustainable, high-quality investment into Cambodia’s coastal region while strengthening broader regional economic connectivity.
