Preah Sihanouk Province Overview
Preah Sihanouk Province is undergoing a 15-year transformation into a multi-purpose Special Economic Zone. Phase I (2025–2030) will focus on infrastructure upgrades, tourism development, and attracting industrial investment. Phase II (2030–2040) aims to position the province as a high-tech, high-income coastal metropolis. By 2040, it is expected to become Cambodia’s second-largest metropolis, with nearly 1 million people and a projected GDP of $13.6 billion.
Preah Sihanouk Province offers a rare convergence of coastal beauty, industrial readiness, and innovation potential making it a prime destination for investors. From luxury tourism and sustainable aquaculture to next-generation electronics and EV manufacturing, the province’s unique blend of natural and technological assets positions it as Cambodia’s most dynamic engine for diversified growth.
Preah Sihanouk’s 55 priority projects are transforming it into a dynamic, inclusive coastal hub. Highlights include a social services hub, a coastal logistics corridor, and green infrastructure for climate resilience. Key initiatives support clean manufacturing, tourism-linked industries, and environmental protection, positioning the province as Cambodia’s top destination for sustainable investment and diversified growth.
Under Article 24 of Cambodia’s Law on Investment, 19 priority sectors including high-tech industries, agro-processing, and green energy are eligible for investment incentives. Qualified Investment Projects (QIPs) may choose between two incentive packages that offer tax exemptions, special depreciation, and customs duty exemptions on construction materials, equipment, and production inputs.
