Key Priority Projects
As part of the Master Plan to Develop Cambodia Coastal Provinces, which will be implemented over the next 15 years, Preah Sihanouk Province has 55 provincial development projects, and an additional 14 joint development projects with the three other provinces including Koh Kong, Kampot and Kep. These joint projects aim to ensure that the four provinces can establish an interconnected and complementary economic system that functions smoothly and effectively.
Preah Sihanouk’s 55 priority projects are transforming it into a dynamic, inclusive coastal hub. Highlights include a social services hub, a coastal logistics corridor, and green infrastructure for climate resilience. Key initiatives support clean manufacturing, tourism-linked industries, and environmental protection, positioning the province as Cambodia’s top destination for sustainable investment and diversified growth.

Social Infrastructure
The 17 Social Infrastructure priority projects in Preah Sihanouk aim to establish an Urban Social Services and Inclusion Hub to support vulnerable groups amid rapid growth. The hub will offer housing support, skills training, childcare, and migrant assistance for low-income and in-migrant communities. As a centralized facility, it will also coordinate efforts by NGOs and public agencies, promoting inclusive development alongside Sihanoukville’s economic expansion.

Transportation
The 13 Transportation priority projects in Preah Sihanouk focus on building a Coastal Ring Road and Last-Mile Logistics Corridor to improve links between the port, industrial zones and tourism areas. The project upgrades key roads to ease congestion, enhance cargo flow, and improve access to resorts and urban areas. With climate-resilient design and better traffic management, it supports Sihanoukville’s growth as both a maritime gateway and coastal tourism hub.

Ecology
The 9 Ecology Priority Projects for Preah Sihanouk Province aim to advance environmental sustainability and resilience, supporting the province’s vision of becoming a model green and smart coastal city. The program focuses on strengthening environmental governance and reducing pollution through targeted investments in expanded wastewater treatment, air and water quality monitoring, biodiversity tracking, and enhanced solid waste infrastructure.

Industrial Development and Tourism
The 8 Industrial Development and Tourism priority projects in Preah Sihanouk aim to create a Light Industry and Tourism Linkage Zone to diversify the economy beyond heavy industry and port logistics. The zone will attract clean, labor-intensive sectors like agro-processing, assembly, and eco-friendly goods, while supporting tourism-linked production such as handicrafts and wellness products. Strategically linking industrial areas with urban and coastal zones, the project fosters synergies between manufacturing and tourism, creating jobs, supporting SMEs and boosting local value addition.

Municipal Infrastructure
The 8 Municipal Infrastructure priority projects in Preah Sihanouk aim to establish an Integrated Urban Flood Management and Green Infrastructure System to tackle severe drainage and climate-related challenges in Sihanoukville. Key components include upgrading drainage networks, building retention basins, and introducing nature-based solutions like green corridors and permeable surfaces. The project also strengthens urban planning to prevent development in high-risk flood zones, enhancing the city’s resilience to flooding and supporting safer, greener and more sustainable growth.
