Key Priority Projects
As part of the Master Plan to Develop Cambodia Coastal Provinces, which will be implemented over the next 15 years, Koh Kong Province has 29 provincial development projects, and an additional 14 joint development projects with the three other provinces including Preah Sihanouk, Kampot and Kep. These joint projects aim to ensure that the four provinces can establish an interconnected and complementary economic system that functions smoothly and effectively.
Koh Kong’s 29 priority projects position it as a climate-resilient gateway for trade, tourism and green development. Key investments include enhanced coastal roads and port linkages, a new Health and Emergency Response Center, and a Smart Green Urban Spine for Khemarak Phoumin. Anchored by the Peam Krasaop and Botum Sakor Ecological Belt, these projects strengthen connectivity, health resilience, and environmental protection, unlocking Koh Kong’s potential as a sustainable coastal and logistics hub.

Transportation
The 9 Transportation priority projects in Koh Kong aim to enhance Coastal Connectivity and Port Linkages, improving roads, bridges, and logistics access between Khemarak Phoumin, ports, and border crossings. With a focus on climate-resilient design, the project boosts trade, tourism, and regional integration, positioning Koh Kong as a key logistics and gateway hub.

Social Infrastructure
The 8 Social Infrastructure priority projects in Koh Kong aim to establish a Coastal Health and Emergency Response Center to improve healthcare and disaster preparedness in this climate-vulnerable province. The center will offer medical services, emergency care, and mobile outreach, while integrating with national disaster response systems. It strengthens health resilience and protects vulnerable coastal communities.

Municipal Infrastructure
The 5 Municipal Infrastructure priority projects in Koh Kong propose a Smart Green Urban Spine for Khemarak Phoumin, upgrading roads, drainage, lighting, and public spaces with climate-resilient, eco-friendly design. Features include green boulevards, flood-mitigation systems, walkable corridors and improved digital infrastructure. The project supports Koh Kong’s transition into a livable, climate-adaptive coastal city.

Ecology
The 3 Ecology priority projects in Koh Kong aim to establish the Peam Krasaop and Botum Sakor Ecological Belt, linking key coastal protected areas to preserve biodiversity and regulate land use. The project includes mangrove restoration, eco-tourism infrastructure, sustainable aquaculture and stronger environmental enforcement. It promotes green livelihoods and positions Koh Kong as a model for nature-based development and coastal resilience.
