Development Goals

As part of Cambodia Coastal Master Plan, Koh Kong is implementing a 15 years development plan in 3 development phases:

Development Phase I

(2030)

Establish the foundation for advantageous industries and develop green economy:

  • Facilitate the cross-border trade and manufacturing by further promoting the the Dry Port and the Neang Kok Koh Kong SEZ

  • Prioritize the development of coastal tourism area in the Dara Sakor region

  • Enhance transportation infrastructure, warehousing and accommodation infrastructure in eco-tourism areas

  • Enrich eco-driven attractions and entertainmentsImprove sightseeing spots and facilities, and introduce well-known hotel brands

  • Develop carbon trading zones across forest and mangrove areas

Development Phase II

(2035)

Expand advantageous industries and enhance industrial chain:

  • Maintain efficient cooperation with Thailand and neighboring provinces

  • Introduce leading enterprises along the industrial value chain

  • Broaden the industrial chain by expanding the product functions of various industrial links

Development Phase III

(2040)

Establish a sustainable green economy center:

  • Develop a carbon trading center to make green economy a significant financial source and economic pillar in Koh Kong Province

  • Transform Koh Kong into a renowned eco-tourism destination under an eco-friendly development mode

  • Ensure that the capacity of green energy can efficiently meet the energy demand of regional socio-economic development

Spatial Framework 

Based on the current natural geographical conditions, Koh Kong Province will establish a spatial framework of “Two Cores, Four Development Paths”. The structure is supported by key transportation infrastructure, including Koh Kong Port and Dara Sakor Airport, and regional transportation corridors such as National Road No. 48, National Road No. 10 and the coastal tourist avenue under planning. 

- “Two Cores” refer to a core area composed of Koh Kong City, Koh Kong Island and the surrounding areas of Neang Kok Koh Kong SEZ, and the other core area composed of Dara Sakor, Koh Rong Island and surrounding islands. 

- “Four Development Paths” refer to the Coastal Development Path dotted with coastal tourist resorts, islands, seaports and SEZs, the Tourism Path supported by the coastal tourist avenue, and two Logistics Paths along the National Road No. 48 and National Road No. 10 connecting Battambang and Koh Kong.

Spatial Planning Guidance

Key Development Area 1 covers the provincial city of Koh Kong Province and the scope around the city, which is composed of national parks, mangroves, seagrass meadows, islands, seaports, fishing ports, settlements, industrial zones, etc. This development area should strictly comply with relevant requirements for environmental protection while developing the economy. First of all, this area should properly protect mangrove areas and other critical fisheries habitat such as seagrass and coral reefs along the coastline, and make full use of relevant coastal resources, with a focus on the development of characteristic island tourism on the west coast of Koh Kong Island. It should link coastal tourist avenues, construct tourism terminals along the coast, and connect the coast, islands and tourist attractions in Koh Kong Province. Moreover, it should also make industrial parks the sole area for industrial development, further develop Kiri Sakor Koh Kong SEZ on the basis of improving and upgrading Neang Kok Koh Kong SEZ, and reserve a 2 km2 land for industrial logistics park around the Koh Kong Airport, to provide conditions for the development of agricultural processing, biological and food processing, trade and other industries after the National Road No. 10 is completed and open to traffic.

Key Development Area 2 is composed of Dara Sakor, Koh Rong and affiliated islands. With world-class tourism resources such as beaches, islands, mangroves and national parks, this development area is attractive to international tourists and can deploy diversified tourist resorts and scenic spots. This area should focus on the development of such functions as island tourism, theme park, high-end hotel, holiday bungalow, entertainment industry, and medical and health care, and it should also develop high-end tourism and holiday recreation based on small characteristic islands in the form of "one island, one resort" to ensure the sustainable development of the islands while highlighting the distinctive and personalized tourism experience. Moreover, it should strengthen the rapid transportation linkage between the Dara Sakor Airport and tourist attractions, build tourist ports, and promote the integrated development of the coastline of Koh Kong Province, the island groups nearby and the Koh Rong Island to develop into a world-class destination for tourism and holiday recreation.

Spatial Structure

A provincial spatial structure, "1 Belt, 1 Corridor, 3 Cities and 1 District, Multi-Points", has been proposed based on the province's natural geography and the strategic goals of MPSEZ’s development. This structure leverages major transport infrastructures including Sihanoukville Autonomous Port, Steung Hav International Port , Sihanouk International Airport, and regional traffic corridor such as National Road No.4 and PP-SHV Expressway.

The "1 Belt, 1 Corridor, 3 Cities and 1 District, Multi-Points" concept encompasses the Cambodian Bay Coastal Development Belt, Economic Development Corridor, Sihanoukville-Prey Nob Integrated City, Steung Hav City, Koh Rong City, Kampong Seila District and multi periphery towns. This structure positions Preah Sihanouk Province as the "leader" of the PP-SHV National Industrial Corridor and the "center" of the Coastal Development Belt in Cambodian Bay.
