Development Goals
As part of Cambodia Coastal Master Plan, Kampot is implementing a 15 years development plan in 3 development phases:

Development Phase I
(2030)
Establish the foundation for advantageous industries and develop green economy:
Facilitate the cross-border trade and manufacturing by further promoting the the Dry Port and the Neang Kok Koh Kong SEZ
Prioritize the development of coastal tourism area in the Dara Sakor region
Enhance transportation infrastructure, warehousing and accommodation infrastructure in eco-tourism areas
Enrich eco-driven attractions and entertainmentsImprove sightseeing spots and facilities, and introduce well-known hotel brands
Develop carbon trading zones across forest and mangrove areas

Development Phase II
(2035)
Expand advantageous industries and enhance industrial chain:
Maintain efficient cooperation with Thailand and neighboring provinces
Introduce leading enterprises along the industrial value chain
Broaden the industrial chain by expanding the product functions of various industrial links

Development Phase III
(2040)
Establish a sustainable green economy center:
Develop a carbon trading center to make green economy a significant financial source and economic pillar in Koh Kong Province
Transform Koh Kong into a renowned eco-tourism destination under an eco-friendly development mode
Ensure that the capacity of green energy can efficiently meet the energy demand of regional socio-economic development
Spatial Framework
With the strong agglomeration of comprehensive activities in Kampot provincial center as well as multiple professional clusters around the city, Kampot Province advocates for a provincial spatial framework featuring “One Belt, One Core, and Four Clusters”, which strategically utilizes key transportation infrastructure such as the Kampot Port, which is operated under Kampot Port Co, Ltd, with an investment capital of 240 million USD, the Kampot Logistics and Multipurpose Port, and pivotal regional arteries such as the National Road No. 3 and the Techo Funan Canal.
“One Belt” refers to the Coastal Development Belt.
“One Core” refers to the Kampot Provincial Center.
“Four Clusters” refer to the port-related industry cluster, the Bokor mountain tourism cluster, the construction material industry cluster, and the Kep tourism industry cluster.
Spatial Planning Guidance
In Kampot Province, the allocation of growing residential land is predominantly concentrated in the core areas of Kampot City and in the major industrial parks along the coastal area. The local authority will prioritize the enhancement and expansion of commercial services, waterfront tourism, and facilities within the traditional urban area of Kampot City. Additionally, efforts will be intensified to cultivate a community of digital nomads, facilitated by affordable housing options and high-speed mobile networks, particularly in the southern precincts of Kampot City.
It is aimed to restructure and optimize Kampot Province’s transportation system to efficiently manage the movement of cargos, passengers, and transitional demands between internal and external transportation networks and supply chain. The planning and construction of a bypass road around Kampot City will be undertaken that connects Kampot Port and Kampot Logistics and Multipurpose Port in the west, and Kep City in the east. This strategic initiative aims to effectively reduce the traffic volume of freight from Phnom Penh to the Kampot Port and the Kampot Logistics and Multipurpose Port through the city center of Kampot, by diverting part of the traffic volume away from the center of Kampot City through the aforesaid bypass.
Relying on the Kampot Port and the Kampot Logistics and Multipurpose Port, Kampot Province will foster the development of petrochemical and logistics industry clusters along the coast to the west of Kampot City, by maximizing the utilization of the National Road No. 3 to establish an integrated logistics system to facilitate seamless transportation and logistical operations.
