Development Goals
As part of Cambodia Coastal Master Plan, Kep is implementing a 15 years development plan in 3 development phases:

Development Phase I
(2030)
Establish the foundation for advantageous industries and develop green economy:
Facilitate the cross-border trade and manufacturing by further promoting the the Dry Port and the Neang Kok Koh Kong SEZ
Prioritize the development of coastal tourism area in the Dara Sakor region
Enhance transportation infrastructure, warehousing and accommodation infrastructure in eco-tourism areas
Enrich eco-driven attractions and entertainmentsImprove sightseeing spots and facilities, and introduce well-known hotel brands
Develop carbon trading zones across forest and mangrove areas

Development Phase II
(2035)
Expand advantageous industries and enhance industrial chain:
Maintain efficient cooperation with Thailand and neighboring provinces
Introduce leading enterprises along the industrial value chain
Broaden the industrial chain by expanding the product functions of various industrial links

Development Phase III
(2040)
Establish a sustainable green economy center:
Develop a carbon trading center to make green economy a significant financial source and economic pillar in Koh Kong Province
Transform Koh Kong into a renowned eco-tourism destination under an eco-friendly development mode
Ensure that the capacity of green energy can efficiently meet the energy demand of regional socio-economic development
Spatial Planning Guidance
Positioned as a premier eco-tourism destination, Kep Province will remain committed to the principles of sustainable development, quality, competitiveness, and smart tourism. The province aims to develop into a significant natural and coastal tourism hub relying on climate and natural resources, islands and marine resources, as well as forests and biodiversity. The province will endeavor to preserve the productive landscape of salt fields along the coastline, with its tourism zones predominantly situated along the central and western coastal area. The province will allocate mixed land use of residential and participatory agricultural functions along the east side of Kep National Park in the form of detached or semi-detached housing. Currently, the province is prioritizing the construction of a tourism road along the coastline that links Kep City to Angkol Beach.
