The Master Plan Secretariat is an inter-ministerial coordination body of Cambodia Coastal Master Plan development and implementation. Positioned as “The Most Efficient Coastal Investment Facilitator,” the Secretariat is committed to transforming Cambodia coastal into a world-renowned tourism destination and a regional hub for logistics, trade and industry by 2040.

We operate as the central body driving the implementation of the Coastal Master Plan. Under the guidance of the Policy Coordinating Committee and the Land Use Committee, the Secretariat plays a vital role in harmonizing national-level strategies with local action. Our work bridges policy direction and on-the-ground execution by collaborating with the provincial governments of Preah Sihanouk, Koh Kong, Kampot and Kep.

Our mission is threefold: (1) to coordinate the implementation of the Coastal Master Plan, (2) to attract both domestic and international investment, and (3) to facilitate policy incentive proposals that support sustainable economic development.
